Board of Nursing Memo

This is a reproduction of a memo faxed to CLPNA, CLN and CNA from the Connecticut Board of Examiners for Nursing.  You can view this letter in its original format by clicking here.

State Of Connecticut
Department of Public Health
Date:        June 9, 1997
TO:          Brother Francis Smith, Connecticut Licensed Practical Nurses' Association
Diantha McMorrow, Connecticut League for Nursing
       Frances Feldsine, Connecticut Nurses' Association
FROM:    Connecticut Board of Examiners for Nursing
RE:           Newsletter Article
The following is an article the Board of Examiners for Nursing would like published in your next newsletter.
At their June 4, 1997 meeting, the Board of Examiners for Nursing reviewed correspondence regarding Licensed Practical Nurses (LPNs) in certain Connecticut school systems.  The Board is concerned about the apparent lack of Registered Nurse (RN) supervision for the LPNs, as this would clearly be a violation of the Nurse Practice Act (General Statutes of Connecticut, Section 20-87a).
The Board and representatives of the Department of Public Health are pursuing the various avenues open to them in regard to this issue, including having discussions with the Department of Education.  As you are aware, the Board is responsible for safeguarding the public's health and safety in relation to the practice of nursing and has been granted authority to pursue certain actions, when warranted.
The Board would like to remind the nursing community of the requirement that LPNs have RN supervision that is "immediately available" if not continuously on-site in the community setting.  The Board will continue to pursue avenues which will ensure compliance with the Nurse Practice Act and the Board's Declaratory Ruling regarding the role of the LPN (February 7, 1989).  The Board appreciates the efforts of nurses to provide safe, and adequate care to the children in Connecticut's school system.
